Why is the South West paying more for it's energy than London ?

Just been spending an anorak moment looking into my gas and electric bill charges.

Thought shopping around would be a good idea, and someone recommended Ovo for prices.
I am very suspicious of the comparison programs energy companies use, as most are very
inaccurate.  Even Ovo's which claimed to save me £126 per year based on kwh consumption
but when I added up my old bills in reality were only £28.11 cheaper. Where do they get these
their figures ?

Although you usually need a degree in advanced maths to get some sense out of energy calcs,
or give your details so they can pester you later, Ovo rather sensibly had a table of their regional tariffs. 
I was very surprised to see that for the fixed rate tariffs (which are the only ones available to new customers)
London was cheaper than the Southwest,  with the Ovo New Energy Tariff in particular showing this region as the most expensive of all the regions.

Why is this ? Did everyone win the lottery and not tell me ?
It is bad enough that energy companies up rates, and increase units for rate 1 (Stealth increase)
without loading some areas more than others.
