Who's resposibity is it to keep the horse clean?

Was white for a few days this week, with a covering of snow lol.
Still can't understand why thy used that fancy German paint on it, could just as well have used some Snowcem exterior paint.

I have emailed the English Heridge people with the two pictures as i believe it belongs to them

That paint has done the trick for 4 years. I read it is supposed to deter moss/lichen growth?. Maybe it isn't the paint as such and just needs a scrub?. Am I right in saying it does not have a working party looking after it?.

Not allowed to do that. People voluteered to do that years ago, but it was considered too dangerous, HS and all that junk.
Doesn't seem to stop people putting flags on it though, and the WT is always running stories of peple having accidents on the "horse"
