If theres a genuine statistical reason to put them there, then they should be there.
However, I do think the whole thing about terrorism is vastly overstated by governments who pine for the old days when they had a tangible enemy (USSR, "The argies") to use as a pr machine to keep themselves in power and buoy up the defence industry (in whose pots they have their stinking fingers).
