I must admit I thought the whole area HAD been renovated, I did not realise it was in a state of disrepair.

This is a difficult one. So many builders have gone bust and its hard to imagine another builder stepping in just at the moment unless things really start to pick up. But you have to have sympathy for the residents who are stuck in the middle. As I understand it (and I am no expert on this), the liquidators are responsible for any immediate repairs but the County Council can take action if there is any danger to local residents.
