Sorry kaz21,

I should have said more really I run petsar lost pet search in Westbury and I'm always trying to get the message across that all dogs should be on the lead when out walking but it just falls on deaf ears. Some dog owners in Westbury think that their dogs are exempt because their doggy can walk two or three steps in front of them without doing a runner. In reality when the dog off the lead runs at another dog on the lead the owner doesn't blame his own dog but blames the dog on the lead or says nothing and just walks away. I hope that your dads dog is ok, did he say what the other dog looked like just in case other members on this website come across him/her.

Tony,

While no expert on specific law relating to animals, I have been unable to find any law which obliges owners to have a dog on a lead. All the legislation relates to dogs being "out of control" or Dangerous (for example you would be correct that a dog needs to be on the lead if it is a "Dangerous Dog" which is section 1(7) of the Dangerous Dogs Act 1991); as I understand it there is no standing obligation to have a dog on a lead per se (although this is clearly good practice, but no against the law).

If you know any different, please let me know, I would be interested to know if my research has been defficient,
All the best

Some councils have made local orders requiring owners to keep dogs on a lead, however WWDC never made such an order. I have pointed this out to Tony and others in the past, but seems to fall on deaf ears.

The Clean Neighbourhoods and Environment Act 2005 is new legislation that replaces the current Dogs (Fouling of Land) Act 1996 and dog byelaws with a new system of 'Dog Control' Orders

I was just trying to get the message across Jayday thats all, its what the law says law says but I'm wrong and I hold my hands up, it has never fallen on deaf ears like you say. When it comes to pets I always listen although you may not believe that but that's up to you, I'll not comment on it again.

Maybe its time to stop giving advice on Dog Fouling and dog control, I'll just leave it to the Dog Warden. At least I know more about recovering lost cats and dogs as I've been doing it for over 6 years, I've pulled all the messages about these subjects. The letter has gone to the White Horse News but I'll email them with an amended letter to the Editor now. it'll be the last time I write one on these subjects I've also pulled the information off my website so it doesn't cause confusion.
Thanks

Tony.

Tony, don't take it to heart, law is a tricky area. You may be better using links on your website such as this one http://www.doglaw.co.uk/

Hey Jayday,

I think I'll leave the Law to someone who understands it, it shouldn't be me telling people anyway that's down to the Dog Warden. I'll spend the rest of my time doing what I'm meant to which is finding Lost Cats and Dogs, at least I'm good at that and I know where I am. Thanks for the link but I think I'll pass and just plod on as I was before.
Thanks anyway jayday. Thumb up!
